HMRC Mandatory Tax Adviser Registration from 18 May 2026: What UK Practices Must Do

From 18 May 2026, HMRC is rolling out a mandatory registration requirement for tax advisers who interact with HMRC on behalf of clients.
Registration is tied to an Agent Services Account (ASA) and will be introduced in stages depending on what HMRC agent accounts you already have.This is not a minor admin change. It is a new compliance gate: if you need to register and do not, you will not be able to interact with HMRC for clients. 

What is changing from 18 May 2026?

HMRC is introducing a new online service that tax advisers will use to register and confirm they meet HMRCโ€™s conditions to act for clients.
For most advisers without an ASA, the starting point is 18 May 2026.

Advisers who already have an ASA will not need to register again, but HMRC has said it will contact them through their ASA to collect information needed to check they meet the conditions.

 

Who needs to register?

In broad terms, the requirement is aimed at tax advisers who interact with HMRC on behalf of clients in relation to their tax affairs.
That includes a wide range of day-to-day activities carried out by accountancy firms and tax practices.

Important point: it is generally firm-level

HMRCโ€™s approach is designed around firm registration, with checks that can also apply to certain relevant individuals within the business
(for example, those responsible for the firmโ€™s tax and compliance position).

Common examples of “interaction with HMRC”

  • Submitting or helping submit tax returns and forms as an agent
  • Handling HMRC correspondence on behalf of clients
  • Making disclosures, claims or applications on a clientโ€™s behalf
  • Dealing with enquiries, compliance checks, and agent communications

If your firm acts as an agent across multiple taxes, assume you are in scope unless you can clearly identify an exemption.

 

Key dates and staged rollout

HMRC has published a staged timetable based on what agent accounts you already have:

The registration period

HMRC has stated you will typically have 3 months from the date you need to register to apply.
You can continue to interact with HMRC on behalf of clients during that 3-month window and while HMRC considers your registration.

 

What conditions do you need to meet?

HMRCโ€™s guidance directs firms to check they meet the conditions to register before applying.
While details will continue to develop, the direction of travel is clear: HMRC expects basic compliance, governance and fit-and-proper standards.

Practical compliance checks to run now

  • Filing position: ensure all relevant tax returns are up to date for the business
  • Payment position: resolve any overdue liabilities, or ensure formal Time to Pay arrangements are in place
  • AML supervision: confirm appropriate supervision is active and documented
  • Governance: identify the individuals HMRC may treat as “relevant individuals” and ensure there are no avoidable issues
  • Agent access: map where you interact with HMRC today (which taxes, which platforms, which logins)

If you spot issues, fix them early. May 2026 is not far away in compliance terms, especially for practices that are busy through year end and Self Assessment season.

What happens if you do not register?

HMRCโ€™s published guidance is blunt: if you need to register but do not, you will not be able to interact with HMRC on behalf of your clients.
That is operationally disruptive and reputationally damaging.

For firms, the risk is not only enforcement. It is service interruption: missed deadlines, stalled client work, and avoidable stress at exactly the wrong time.

Preparation checklist for UK practices

  1. Confirm your current agent setup: do you already have an ASA, or only older agent accounts?
  2. Map your HMRC interactions: list the taxes and services you act on (and the systems you use).
  3. Identify relevant individuals: document who HMRC may need to assess within your firm.
  4. Clean up compliance: address overdue returns, unpaid liabilities, and AML documentation gaps.
  5. Plan your registration window: decide who will own the process and when you will complete it.
  6. Update client comms: be ready to reassure clients that nothing will interrupt their ongoing support.
